“Top Gun” wasn’t the only big blockbuster of 1986. That year also was when Congress amended the securities laws to give the SEC oversight of an important part of the capital markets: the U.S. Treasury markets. The SEC recently adopted rules to help ensure that firms that act like dealers register with the Commission as dealers, including when they act like dealers in the Treasury markets.
